"In this decisive hour of our national history, union means life and division means death."

"There is only one way to save Alencia from itself." Came a calm voice, soothing and confident. "We are destroying our own country. Don't deny it! If we do not act now we will fall apart and be nothing but putty in the hands of another country. A much stronger country."
"What do you suggest then?" Another voice spoke, a deep monotone that was tired, yet determined at the same time. "We cannot stop this. This division between those who wish to protect magic and those who wish to destroy it." He let out a sigh. "We have been divided and things taken apart are very hard to put back together. To be honest...I don't think it's possible right now. Even the mention of unity brings about a scowl. They want magic to either disappear or stay for good, for one side to get what they want the other side has to lose. Do you understand?"
"I understand and I'm not suggesting we unite everyone." This time it was the woman who spoke again. "That would only start a civil war. I'm suggesting we split Alencia into three factions with varying beliefs and cultures. Give them equal rights and separate them so they cool off. Let them run their own sides of this country but keep them in check with a council. Keep it civilized with votes. That way we can keep things peaceful and prevent war."
The man nodded his head. "Perhaps." He sounded hopeful yet uncertain at the same time. The plan seemed like it could work but it wouldn't exactly promote the kind of unity a country needed. Yes, it would calm the people and possibly get them to quiet down, but it would not unite them as a whole. He shook his head and frowned. "It will have to do for now."
The woman nodded her head. "Three factions. One country. Division and peace." She did not know just how wrong her words were.
